CITY OF ILAGAN HOLDS 2025 STATE OF THE CITY ADDRESS, HIGHLIGHTS MILESTONES UNDER MAYOR JAY DIAZ







The City of Ilagan showcased its achievements and milestones for 2025 during the State of the City Address (SOCA) delivered by Mayor Jay L. Diaz on November 24, 2025 at The Capital Arena. Mayor Diaz highlighted the significant progress the city has achieved under his administration.
In his address, Mayor Diaz presented a comprehensive report on the city’s accomplishments for 2025, particularly in key sectors such as infrastructure development, health services, social welfare, education, youth development, economic growth and livelihood, digital governance and innovation, environmental protection and disaster resilience, and good governance and transparency.
He emphasized that all programs implemented were aligned with the needs of Ilagueños and were designed to ensure that public funds truly benefitted the people. He reiterated his administration’s unwavering commitment to transparency and accountability, stressing that there are “no substandard and no ghost projects” in the City of Ilagan.
Mayor Diaz also laid out clear details on how public funds were allocated to essential programs and projects, ensuring that these would create meaningful and lasting impacts on the lives of Ilagueños.
During the SOCA, he also highlighted the remarkable transformation of the City of Ilagan—from being the 3rd poorest city in 2012 with total assets of only ₱500 million, to rising as the 49th Wealthiest City in the Philippines today, with assets now reaching ₱9.5 billion.
The mayor likewise underscored the city’s continuous infrastructure development, which benefits not only Ilagueños but also residents from neighboring towns, cities, and provinces. As more structures and programs are being completed, the city government continues to expand and improve services for the entire community.
Because of these accomplishments, Mayor Diaz noted that Ilagan’s best practices have become models for other local government units. Various cities and municipalities from Luzon, Visayas, and Mindanao have conducted benchmarking activities in Ilagan to learn from its innovations and governance strategies.
The annual State of the City Address serves as a testament to the city’s rapid development and its direction toward becoming a fully liveable city. Mayor Diaz affirmed that every dream realized in Ilagan is driven by the collective aspirations of its people and his administration’s dedication to delivering quality public service.
From its formerly challenging state, the leadership of Mayor Diaz has transformed Ilagan into a vibrant, progressive, and highly regarded city in the country—something every Ilagueño can take pride in. He extended his gratitude to the people for their unity and support, emphasizing that the city’s continued success is made possible by their cooperation.
With the sustained efforts of the local government and the unwavering support of its citizens, Mayor Diaz expressed confidence that the City of Ilagan will continue reaching greater heights for the benefit of every Ilagueño.
The event was attended by provincial and regional directors from various government agencies, representatives from the private sector, organizations, the academe, Barangay Officials, youth groups, local government employees, and city officials. Members of Mayor Diaz’s family were also present.
